This paper proposes a three-category multi-criteria evaluation framework (Technical, Governance, Cost) with a three-level rubric for selecting metaverse platforms in Japanese municipalities. Five platforms—cluster, Hyperfy, Hubs CE, VRChat, and Roomiq—are compared using documentation, hands-on testing, and operator inquiries. cluster and Roomiq offer practical options for short-term municipal use, while self-hosted platforms provide the clearest structural mitigation of SaaS-dependency risk; Hubs CE is more feature-mature than alpha-stage Hyperfy. The termination of DOOR and of hosted Hubs, two unanswered cluster inquiries, and Hubs CE continuity provide Governance-relevant evidence. Platform selection should therefore be treated as a governance decision requiring an exit pathway. The framework provides actionable selection guidance for municipalities.
