Composition and Transmission of Pictures in Mobile Environment by using Extraction of Focused Region

We proposed a method to modify a quantizer scale according to importance. Image quality of an important region is not deteriorated much even if the total amount of information is decreased. Moreover, proposed method can extract subtitle regions.
