In many cases, with regards to making of the town barrier-free the citizens and the related subjects had to understand as "It is necessary to show understanding" . But in Gifu Prefecture Takayama City, that is not applied. Then, why making to barrier-free has progressed positively should be examined. It is the originality that each subject has recognized the town made barrier-free as "Property". Recognizing that enables "Agreement in principle" between related subjects.
