気候変動による極端気象の影響事例として滋賀県高島市における豪雪地帯を事例にヒアリング調査を行い、豪雪によって生じる社会経済的影響の定式化を行った。その結果、降雪の均一性は均等かつ累積的に全住民に影響を及ぼすため、高齢者に対する物理的な見回りを阻害すること、電話等でのアクセスが困難な高齢者と居住歴の浅い民生委員をつなぐヒューマンメディアが不在であり、特に移住者が役職についた地域において同様の問題が生じていることが明らかになった。
